Innovative schemes are being formulated by the government mainly for the development of those who have not been able to improve their standard of living even in modern times and are living a backward life or their standard of living is low. The Right to Education is a scheme to enable the children of backward classes, those living below the poverty line and those whose standard of living is low to study in private schools. Let’s understand this plan from the area!
The common man has a dream that his child will not live his life but will live a good life, become a good man and spend his life as a gentleman. But he can never give the necessary education. Sometimes government schools are not within its limits and the fees of private schools near them cannot be paid! This is a big problem for the common man. This multi-dimensional scheme has been implemented by the government to overcome this problem so that everyone gets the right to education under RTE. The scheme is for people who cannot afford private school fees and want to educate their children. However this plan is not available to everyone. The scheme is only for those who live a backward life, their income is not very limited and they cannot afford to spend on their child’s education. Below is information on who can avail the benefits of this scheme.
Eligibility to avail the benefit of Right to Education Scheme.

In order to avail the benefits of this scheme, your income should be within the income limit fixed by the government.
◆ Under the scheme only in Std. 1 to 8 the child is given education in private school.

How to avail the scheme?
To take advantage of this plan, you should check the information in the newsletter from time to time. Under this scheme the government conducts online form filling, checklist, list of schools available under this scheme, submission of documents for the form and final admission process. This form of admission is filled every year to get free education in private school and your child can study in private school all the fees and expenses are paid by the government.


Evidence supporting the plan

05 Income Certificate of Guardian Income Sample Certificate of Mamlatdar Shri or Taluka Development Officer will be valid. At the village level, the example of income given by Talati of e-Gram Panchayat will be considered valid and Only after 01/04/2018 will be considered valid.
06 Parents belonging to BPL from 0 to 20 marks will have to submit the example of Taluka Development Officer or Director, District Rural Development Agency for rural area whereas in case of Municipal Corporation for city area, example of Deputy Municipal Commissioner or competent officer authorized by Municipal Corporation, Municipal Sample of Chief Officer and Sample of Chief Executive Officer or Administrative Officer in the notified area. Beneficiaries included in the BPL list in urban areas which do not have a list of BPL category beneficiaries with a score of 0 to 20 (score) will have to submit a certificate with the BPL list number of the competent authority. BPL ration card will not be considered as BPL base.

Things to keep in mind when filling out an online form
★ Carefully read the details of the required documents for filling up the form shown on the homepage and the documents to be uploaded while filling up the form and fill up all the original documents as requested so that your form is not canceled. Forms if faded, xerox copy and unsold documents are uploaded Will be rejected
★ Child’s father’s Aadhar card / passport / electricity bill / water as proof of residence . If there is any basis of Bill / Election Card / Ration Card, a registered rental agreement is required
★ Registered lease agreement in the absence of any of the above bases will be considered valid with the lease agreement registered as per Gujarat Stamp Act 18 and the basis of submission to the concerned police station. (Notarized rental agreement will not be considered valid).

FAQ for right to education plan


01 What to do if I find an error after filling the form?


If you find an error after filling the form, you will be able to fill a new form. Filling out a new form will automatically cancel the old form.


02 Is the admission obtained under RTE revocable or not?


Admission obtained under RTE is eligible for cancellation in the following circumstances.
If the school / government system at any stage finds the supporting evidence submitted by the parent of the admitted child for admission at any stage, it can verify any support including proof of income, if the proof is found to be invalid at the end of the proof-proof verification. Will be canceled on completion, and action will be taken as per rules from the concerned District Education Officer / District Primary Education Officer level for presenting false supporting evidence against the guardian.
If the income of the guardian of the students admitted under the main scheme of the category in which the income limit is applicable exceeds the fixed income limit in the following financial year after the admission, the parent has to cancel the admission by informing the concerned officer in writing through the admitted school. That is, if the income of a guardian exceeds the prescribed limit in the following years after getting admission under this scheme, the benefit of the said scheme will not be available. If the name of the father of the child admitted under BPL category is canceled from the BPL category, the guardian will have to cancel the admission by informing the concerned officer in writing through the admitted school. In this case, the admission will have to be canceled after the completion of the academic year and as such, the assistance given by the state government to the school and the student under these rules will not be available. If the parent wishes, he / she can continue enrolling his / her child in that school as a normal student by paying the fee fixed by the school.
In case of only daughter (single girl child) only one daughter will be considered as one daughter born by the parents in the same delivery and no child (son / daughter) should have been born before or after the birth of such daughter and if If this benefit is given under these rules then on the occasion of the birth of any child the financial assistance taken under these rules will have to be returned and the admission will have to be canceled after the completion of the current academic year. In such a case, after the cancellation of admission, if the parent / guardian wishes, he / she can continue the admission of his / her daughter as a normal student in that school by paying the fee fixed by the school.


03 If there is a rented house, what proof will be considered valid as proof of residence?


Any one of the following documents will be considered valid as proof of residence of the child.
Aadhar Card / Passport / Electricity Bill / Water Bill / Election Card / Ration Card /
If there is one of the above bases, a registered rental agreement is not required.
In case of not having any of the above bases, the registered lease agreement – the lease agreement registered as per Gujarat Stamp Act 13 will be considered valid.

04 Which certificate is required for a child studying in a state government owned Anganwadi?


Students who have studied in Government Anganwadi for at least 2 years and whose names are registered on ICDS-CAS web portal will have to submit a certified example of Anganwadi worker of the concerned Anganwadi or competent authority appointed by the Government from time to time.


05 Which certificate is required for parents who have only one child and only one daughter?


For rural area, Talati cum Minister, Chief Officer for Municipal area and only daughter of competent officer for Municipal area will have to be exemplified as single girl child.


06 What to do in case the school refuses admission?


After allotting the online admission, the school will have to be contacted during the school hours along with the required supporting evidence. The school will ask you for the necessary evidence. Even if you submit the required supporting evidence, if the school refuses admission, you will have to immediately go to the office of the District Education Officer / District Primary Education Officer / (to meet the District Education Officer for the school in the municipal area) and file an objection application.


07 At the end of the first round of RTE admission and the second
Can the selection of schools be changed before the round?


Yes, after the announcement of the first round of admission under RTE, the students will have to go to that school and get admission within the time limit. Also, the school has to submit all the required documents and upload them on the web portal within the time limit. RTE admission of a student who does not get admission within the time limit will be canceled. Students who are denied admission at the end of the first round will then be able to log on to the web portal, enter their application number and date of birth and re-select the schools of their choice from the available vacancies.
Even if you do not receive an SMS, after the first round, you can go to the web portal and make changes during the period specified in the school of your choice. Students who have been admitted to the first round and who have been admitted to that school or not will not be able to re-select the school after the first round and before the second round.


08 What are the categories under RTE as per priority Admission is allotted?


The school allotment will be done as per the priority of the following categories as per the resolution.
Orphaned child, child in need of care and protection, children in kindergarten
, Children of child labor / migrant labor
, Children with mental retardation / cerebral palsy, children with special needs / physically handicapped and all handicapped children as described in section 3 (1) of the Disability Act-2016,
Children undergoing treatment with anti-retroviral therapy (ART), children of military / paramilitary / police personnel martyred in the line of duty
Parents who have only one child and that child is only daughter, children studying in state government owned government Anganwadi, children of BPL family of all categories (SC, ST, SEBC, General and others) with 0 to 50 marks, Scheduled Children of SC (SC) and Scheduled Tribe (ST) category
Socially and Educationally Backward Classes / Other Backward Classes / Nomadic and Liberated Caste Children, General Category / Non-Reserved Class Children


09 What is the income limit for admission under RTE?


Resolution No. of the Department of Social Justice and Empowerment, Government of Gujarat for the children falling in the categories numbered 9,8,11,18 and 12 mentioned above: Sashap / 102011/4 / A-1 As per 7/10/2017 and Resolution No. of Tribal Development Department: Chhatal / 19011/4 / G, Ta. Income limit will be applicable as on 8/10/2018. In rural areas Rs. 1,50,000 / – and Rs. Income limit of Rs. 150,000 / – will be applicable. In addition the income limits to be fixed from time to time by the Department of Social Justice and Empowerment and the Department of Tribal Development will have to be applied for admission to that academic year. Children from the lowest income families will be given priority in admission.

11 What is the age limit for admission under RTE?


Children who have applied for admission in Std-1 under RTE will not normally be admitted in primary school for children who have not completed 6th year of age on the date of admission. However, if a child wants to be admitted at the age of five, he / she will be admitted, but he / she must have completed five years of age on June 1 of that year.
As per the declaration number of GH / SH / 09 / PRI / 19018 / CEFA-21-A dated 31/01/2030 of the education department, academic year: For admission in Std. Should be done.


12 How many means can be chosen to get admission under RTE?


You can choose the medium in which you want to get admission. That means you can choose Gujarati medium or English or Hindi or Urdu or Marathi, etc. Schools of any one medium among the available medium.


13 How will the school be allocated?


The school allotment will be done as per the priority of the following categories as per the resolution.
Orphaned child, child in need of care and protection, children in kindergarten
Children of child labor / Migrant labor, Children with mental retardation / Cerebral palsy, Children with special needs / Physically handicapped and all children with disabilities as described in Section 4 (1) of the Disability Act-2016, Children undergoing treatment with (ART) anti-retroviral therapy
, Children of military / paramilitary / police personnel who were martyred in the line of duty, parents who have only one child and that child is only daughter, children studying in state government run government anganwadi Children of BPL family of ST, SEBC, General and others, children of Scheduled Caste (SC) and Scheduled Tribe (ST) category, children of Socially and Educationally Backward Class / Other Backward Class / Nomadic and Liberated Caste, General Category / Non-Reserved Class Children.
If there is space in the first (1) ranked school of your choice in each category, that school will be allotted. If the first (1) rank school is already filled with more priority children then the second (2) rank school will be allotted. Thus the school will be allotted according to the order of selection from the schools selected by you. Admission will not be possible if there is no vacancy in any of the selected schools. Therefore, when choosing a school, it is advisable to select a large number of schools by checking the distance from home to school, school address, medium of school etc. So, the chances of getting admission remain high.


14 Which school will I get admission in?


You will be allotted admission according to your category priority and income priority and school selection order. If the seats of the school of your choice No. 1 have been filled then you will get admission in the school of No. 3. And if the seats of the school of rank 3 have been filled, then admission will be given in the school of rank 3. Thus, admission will be allotted in the following schools.


15 How many schools should I choose?


It is advisable to choose as many schools as possible. Choosing more schools increases the chances of getting admission. E.g. If you select 1 or 2 schools in total and their seats are filled then you will be denied admission. Therefore, select more schools in the vicinity and make sure that the selection sequence in the selection of schools is as per your convenience. Some parents forget to give the order of choice of schools. Which is not appropriate. Therefore, schools must be selected in the right order. Select the school only after checking the school address so that another school with mixed name is not selected.


16 What is the maximum number of schools that can be selected?


There is no maximum limit for choosing a school. You can choose as many schools as you like from the schools within 5 km from your residence. It is advisable to choose as many schools as possible. But considering the age of your child, it is advisable for the child to select the nearest schools in order to make it easier for them to come and go to school.


17 What to do if I find an error after filling the form ..?


You can edit the form as many times as you like until you confirm. Once confirmed, the form cannot be edited, but you can fill out a new form. After filling up the new form, your old form will be canceled and you will also be notified via SMS.


18 Where to submit after filling the form?


After filling the online form on the web portal, the required documents have to be uploaded online. Where to submit the form.


19 How to report admission?


You will be notified via SMS to the mobile number you specified. Due to network problems, sometimes SMS is also received, so keep checking the web portal https://rte.orpgujarat.com from time to time. Once the application is confirmed, you can enter your application number and date of birth at any time to see the status of admission. As soon as you are informed of the admission, get to the school on time with the required support and get the admission. If you do not get admission within the stipulated time, your admission will be canceled and the child of the next order will be allotted.


20 How to fill online form?


The online form can be filled directly from the computer with the facility of internet connection and also on mobile. Even if filling the form from any place, confirm the form only after verifying all the information like your category, school, medium etc. You can also fill the form through mobile app.


21 What to do after allotting online admission?


After allotting the online admission, you will have to get the admission in the specified time limit along with the required supporting proof in that school. If you do not get admission in the school in person within the time limit, then after the stated time limit, the next order student will be allotted admission and your admission will be canceled. No subsequent submissions will be accepted. So it is in your interest to get admission on time.


22 My child has completed his studies in Std-1 And can I apply again under RTE in Std-1?


If your child has completed Std. 1, you will not be able to apply. If you apply against the rules, admission will be canceled and criminal proceedings may be instituted.


23 Is there any fee to be paid in the school after getting admission?


Your admission is totally free. The amount payable to the school as per rules will be paid directly to the school by the government. In addition, R.T.E. Assistance is provided by the Government at the rate of Rs.2000 / – per student per year for purchase of dress, boots, books, transport expenses, school bags and study related items to the students admitted under Act-2006.


24 When will the income pattern look?
